This is a gamma or color profile issue. Windows 11 handles color management differently. Inside VueScan, go to the Color tab and set "Color space" to sRGB. In NAPS2, disable automatic color correction.
Note: If the installer fails because it "cannot find the scanner," leave the scanner unplugged until the installer asks for it.
