The NE555 generates a square wave at ~20kHz. This drives the TIP41C transistor, which switches current through the primary of T1. The secondary produces ~400V AC. The diode-capacitor ladder (D1-D8, C3-C10) rectifies and multiplies this voltage by 8x, resulting in ~3,200V DC between Grid Plate 1 and Ground (Grid Plate 2).
