Prior to Android 5.0 Lollipop, Google did not provide a native, public API (Application Programming Interface) for screen recording. While developers could technically record the screen, it required Root access—a process that modifies the system files to give the user "superuser" privileges.

For stable recording on 4.4.2, use scrcpy on a PC. If you must use the device alone, find AZ Screen Recorder v4.8.5 (last KitKat-compatible version) via APK mirror sites.
