The film opens with , a British spy car, infiltrating an oil platform owned by evil Lemons (unreliable cars). He uncovers a conspiracy involving a powerful new fuel called Allinol , developed by Sir Miles Axlerod (a former oil baron turned green energy advocate).
That night, Mater discovers the Lemons’ secret meeting under in London (third race location). He learns the truth: Professor Z’s camera emits an electromagnetic pulse that makes Allinol explode on command. The Lemons film the explosions and blame the fuel.
