It is technically possible to see DLC data on your save file even if you haven't purchased the DLC. However, this is a complex issue. While a save editor might list the characters, the game engine still requires the asset files. Therefore, simply editing the save does not give you free DLC. You still need the game files, usually provided by purchasing the DLC or using a mod like XV2 Ins which adds modded versions of characters.
