The CE3000-60 uses a parallel (IEEE 1284) port or a serial (RS-232C) port. It does not natively support USB. When Windows 10 was released, Microsoft dropped support for many legacy printing languages and parallel port protocols unless you use special adapters.

Baud rate mismatch. Solution: On the plotter, press NEXT > INTERFACE > BAUD RATE . Set to 9600. In Windows, go to Device Manager > Ports (COM & LPT) > right-click your USB Serial Port > Properties > Port Settings.
