The plot kicks off when a consignment of explosives is smuggled into Mumbai by a Pakistani terror outfit. Sooryavanshi discovers that the mastermind is Omar Hafeez (Jackie Shroff, in a menacing cameo), who plans a series of synchronized blasts across the city during the upcoming Ganesh Chaturthi festival.
The story follows DCP Veer Sooryavanshi (Akshay Kumar), the head of India’s Anti-Terrorism Squad (ATS) in Mumbai. He is on the trail of a massive conspiracy involving a sleeper cell of terrorists plotting a series of coordinated attacks on the city. The plot, which ties back to the 1993 Bombay bombings and the 2008 Mumbai attacks, resurrects a familiar villain—Omar Hafeez (played with menacing calm by Jackie Shroff)—and his son, Riyaaz (Kumud Mishra).
