The VANOS system is hydraulic; it relies entirely on oil pressure to function. If your oil level is low, the oil pump may not be generating enough pressure to actuate the VANOS gear. Similarly, if the oil is old and thick (sludge), it may not flow through the tiny passages of the solenoid quickly enough. Always upgrade to an aluminum charge pipe
