Windows 7 lacks native USB 3.0 support. Even if the hub works at USB 2.0 speeds, you need the generic USB 3.0 driver:

Note: Sometimes manufacturers group drivers by chipset rather than model number. If you cannot find Y-3322 specifically, look for drivers related to "USB 3.0 Hub" or "Gigabit Ethernet" in their generic download section.
